Perley Enos built a tannery near this location in the early 1800's, which he passed to his son, Horace.
Later it belonged to Charles F. Partridge and he built a saw mill near-by. He sold the mill property to George Ladd and Mr. Gleason. They continued for a few years and then abandoned the property.
Israel F. Enos built another tannery which went to Norman Tupper, who was the father-in-law of Enos, and it was changed to a grist mill. Enos ran the grist mill until it was sold to Lewis Russel.
It then passed to Spencer and Clough and later to Spencer alone. A late 1800's atlas shows Spencer and Clough as owners. The mill was fitted to be operated by steam as can be seen in the photo.
The mill was then purchased by Levi Needham; but, he failed to make payments, so the mill reverted back to Spencer. GPS: 43' 58.26'N, 73' 5.78'W ele. 472'/144 meters East Middlebury Quadrangle
The next owner was W. L. Belknap, who built the present mill in 1879; and, the mill became known as Eureka Mills. It then was leased and operated by Wallace W. Chapman (or William Wallace Chapman).
