The mill is located on Exchange Place, which runs into the 300 block of N. Queen Street/Us 11/Sr 45/Sr 9 in Martinsburg. The aforementioned highway(s) run under four sets of railroad tracks just at the mill's north side.

G. Campbell Janney was running a fertilizer and plaster mill on this site before 1885.
In 1885, the operations of the mill were run by J. H. Miller and Sons. It is not known when the Millers acquired the property.
In 1886, J. Wm. & C. A. Miller, successors of Miller & Sons, established their business of selling agricultural implements, fertilizers, coal and wood.
