Herman Stillman Foot built the first mill on this site as a grist mill.

In 1801, it was purchased by John Warren and converted, in about 1813, into a cotton factory with the addition of a large stone structure.

Under Warren it housed 600 spindles and 8 looms. Damaged by fire and weak foundations in 1825 and 1836, the stone building was reconstructed about 1840 by the Middlebury Manufacturing Co. for the production of woolens.

The dam on Otter Creek that actually powered this mill and two other neighboring mills.

The stream also powered the Star Grist/Cotton Mill beside the Frog Hollow Mill and the Smith & Allen Woodworking Mill.

By 1890, wool had been displaced as an industry by electricity by the Middlebury Electric Co. Along with its multiple uses, the mill suffered from a number of fires since 1840.

The mill today is owned by the town of Middlebury. In 2012 it houses a restaurant and several offices.
