From Knoxville, go east on I-40 to exit # 412. Go north, crossing I-40, to the second road on the left, Dumplin Valley Road. Go 1.6 miles to Dumplin Mill Road, turn left and go about 0.7 miles to the mill on the left.

Owners of grist mills were required to petition the County Court for permission to locate a mill seat, whether for public or private use.

It is thought, that Dumplin Mill was perhaps, established before the County was organized in 1792.

Two penstocks supplied water to the mill from Dumplin Creek. The was probably not the original method of power supply, however.
