The request for building a water mill and dam was approved by jury inquest in 1814, and presumably, the mill was constructed soon after by Samuel Stoner. The mill is located near the settlement of Little Baltimoreon Fort Run.

Wars have had an effect on the mill. Although never burned, flour was poured into the mills tailrace, when it became imminant that it would fall into Yankee hands. Also the 40' overshot wheel was removed and sold for scrap metal during the Second World War.

The second owner, Eugene Andrick, operated the mill from about 1885-1915. He and his bride, Rebecca (Pence) Andrick, lived at the mill for all of their early married life, moving to Timberville in 1915. Mr. Andrick died in 1928.

George Bowers, operating the mill since 1915 when the Andricks moved to Timberville, closed the mill, then Willow Grove Mills, in 1929 because muskrats had gotten into the dam and burrowed holes so badly, that enough water could not be impounded to operate the 40 diameter wheel. The most recent owners, from 1941-1997 and probably the present, are Luke and Virginia Dove. The brother/sisters parents renovated the front part of the mill and the siblings had two rooms in the rear of the mill. All the support posts are beveled on the corners, same as the posts in the nearby St. John's Lutheran Church.
