The mill is located just outside of the east end of Carroll Valley Boro. on the south side of Pa 16, about 0.7 miles southeast of the intersection of Pa 16 & Pa 116. The mill sits down a hill.

The present 3.5 story mill was built in c. 1808 by William Brown.

The water wheel, which is still in the mill, is a double wheel. Two 10' wide wheels beside each other are each 8' diameter were fed from the waters of Tom's Creek via two sluices.

The silos on the mill end of the barn were apparently used for storage, evident from the piping connecting the structures.

Fifteen inch square supporting timbers provide the strength for the mill which used a set of buhr stones and three sets of roller mills.

The mill was also known as Shanks Mill from the nearby community just south of the mill. One map has the Shanks Mill community called Leberty Mills.
