The address is 17426 Spielman Road. It is located on the north side of Spielman Road/Md 63, west of Md 65 and east of Marsh Run between the communities of Spielman and Fairplay.

The existing mill building was a 2.5 story stone structure with a gamble roof. The removal of the top of the structure probably occurred in the 1880's when the building was converted from a merchant mill to a creamery, reflecting a change from grain to dairy farming in Washington Co. Traces of the mill race can still be seen in 2010.

It is believed the mill was established in the late 18th century by Samuel Wolgamott (Wolgamore). In the 1783 tax records he was assessed for a mill. In June of 1811, John Wolgamore sold it to Henry Coffman who then sold it to James Coffman in 1828. The mill then passed to Joseph Emmert in 1839, to Joseph Long in 1841, and to Joshua Newcomer in 1856. It remained in the Newcomer family until it was sold to Cyrus F. Davis in 1871 for $2000. The mill was then purchased by Thomas M Haley in 1874, who then sold it to Allen and Mary J. Wandling in 1879.

Jonas Spielman purchased it from Wandling in 1885. In 1888, Spielman sold it to the Willow Grove Creamery Co. It was converted to a creamery with butter-making machinery installed. The 1859 atlas map shows Coffman, Long, Newcomer, Davis, and Emmert owners of parcels in Districts 12, 10, and 2 of Washington County. It was also known as Ruffner Mill & Haley's Mill
